DGFT CLEARANCE

HSN 5702 92 10 (Carpets, carpeting and rugs of man-made textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. Compliance steps
  1. 1

  2. 2
Confirm whether the country of origin qualifies for the azo-dye testing exemption. The exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins require the PSIC at the bill-of-entry stage.

A word of counsel

The most common error on this tariff line is assuming that a general certificate of conformity or a supplier's declaration of compliance substitutes for the PSIC from an accredited laboratory. It does not: the PSIC must be issued by an accredited laboratory of the exporting country or a TC/CSRTI laboratory, and a missing or non-conforming certificate at the bill of entry will result in consignment detention until the correct document is produced. The country-of-origin exemption is country-specific and does not extend to transshipment origins.

Frequently asked
Does HSN 5702 92 10 require BIS certification?
No. No BIS Quality Control Order covers woven carpets and floor coverings of man-made textile materials. Import is governed by the ITC (HS) Import Policy administered by the Directorate General of Foreign Trade, principally through the General Note 10 azo-dye testing requirement under DGFT Public Notice 14/2023.
Which countries of origin are exempt from the azo-dye PSIC requirement?
Only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing; all other origins must furnish a PSIC from an accredited exporting-country laboratory or a valid TC/CSRTI test report per General Note 10 of the ITC (HS) Import Policy.
Does the PSIC requirement apply to carpets that are partially made up or cut to size before shipment?
Yes. The PSIC requirement under General Note 10 applies to textile and textile articles classified under this tariff line regardless of whether the floor covering is made up, cut, or shipped in bulk rolls; the hazardous-dye testing obligation attaches to the textile material itself.
