HSN 5702 92 10 (Carpets, carpeting and rugs of man-made textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. Azo-dye testing is exempted only for imports originating from specified countries; all other origins must furnish a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming that a general certificate of conformity or a supplier's declaration of compliance substitutes for the PSIC from an accredited laboratory. It does not: the PSIC must be issued by an accredited laboratory of the exporting country or a TC/CSRTI laboratory, and a missing or non-conforming certificate at the bill of entry will result in consignment detention until the correct document is produced. The country-of-origin exemption is country-specific and does not extend to transshipment origins.
