Compliance steps
  1. 1
Ensure the consignment is accompanied by a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the fibre composition of the woollen textile or blend, together with a certificate of origin and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use the brand name. These documents are mandatory per General Note 11 of the ITC (HS) policy.

  2. 2
Obtain a separate PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must furnish this certificate.

A word of counsel

The most common error on this tariff line is arriving at the port with a single PSIC covering only azo-dye absence, without the separate composition-certification PSIC and the brand-owner certificate required under General Note 11. The two PSIC obligations are distinct in scope and authority — one certifies fibre composition under the Textile (Development and Regulation) Order, 2001, the other certifies dye safety under General Note 10 — and missing either causes consignment detention pending document rectification.

Frequently asked
Does HSN 5702 91 90 require BIS certification?
No, woven carpets and rugs of wool or fine animal hair fall outside the BIS Quality Control Order regime. Import is governed by the Directorate General of Foreign Trade under the ITC (HS) policy, specifically General Notes 10 and 11 read with the Textile (Development and Regulation) Order, 2001.
Is the brand-owner certificate required even when the importer is the brand owner?
The General Note 11 requirement as stated in the CCR applies to imported branded woollen textiles and requires a certificate from brand owners confirming genuineness of the product, markings, and authority to use the brand name; importers should obtain documentary evidence confirming that authority regardless of their ownership status.
What happens if the exporting country is not on the azo-dye exemption list?
A PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes must accompany the consignment; failure to produce it renders the consignment liable to detention at the port of import.
