Woven wool or fine animal hair carpets and rugs
HSN 5702 91 90 (woven carpets and rugs of wool or fine animal hair, other) is governed by the Directorate General of Foreign Trade (DGFT) ITC (HS) import policy, with woollen textile imports regulated under Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development and Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying fibre composition, a certificate of origin, and a brand-owner genuineness certificate are mandatory accompanying documents, along with a separate PSIC covering absence of prohibited azo dyes.

- 2Obtain a separate PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is arriving at the port with a single PSIC covering only azo-dye absence, without the separate composition-certification PSIC and the brand-owner certificate required under General Note 11. The two PSIC obligations are distinct in scope and authority — one certifies fibre composition under the Textile (Development and Regulation) Order, 2001, the other certifies dye safety under General Note 10 — and missing either causes consignment detention pending document rectification.
