Woven wool or fine animal hair mats and matting
HSN 5702 91 30 (Mats and matting of wool or fine animal hair) is subject to import controls administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) covering textile composition, a certificate of origin, and a brand-owner genuineness certificate as mandated under General Note 11 of the ITC (HS) import policy.

- 2Ensure the PSIC also certifies the absence of prohibited hazardous azo dyes, as required for all textile and textile articles under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is presenting a PSIC that certifies azo-dye absence but omits the woollen-blend composition declaration required under General Note 11 — these are two distinct certification obligations and a single PSIC must satisfy both. A PSIC that is silent on composition, or a brand-owner certificate that covers the brand name but not the authority to use it on the specific consignment, will cause detention at the customs station and demurrage pending a fresh PSIC. Confirm with the accredited laboratory before shipment that both General Note 10 and General Note 11 requirements are addressed on the face of the certificate.
