Woven wool druggets and fine animal hair floor coverings
HSN 5702 91 20 (Druggets) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying wool composition, a certificate of origin, and a brand-owner genuineness certificate.

- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the composition of the woollen textile or blend, and a certificate of origin. Also procure a certificate from the brand owner confirming the genuineness of the product, its markings, and authorisation to use the brand name. - 2Obtain a separate PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is conflating the two PSIC requirements: the composition certification under General Note 11 and the azo-dye absence certification under General Note 10 are distinct obligations issued by potentially different laboratories, and the country-of-origin exemption for azo-dye testing does not waive the composition PSIC. Arriving at customs with only one of the two certificates — even from a fully accredited laboratory — will result in consignment detention pending the missing document.
