    Obtain a separate PSIC from an accredited laboratory of the exporting country — or a valid test report from a Textile Committee or CSRTI laboratory — certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must furnish this certificate.

A word of counsel

The most common error on this tariff line is presenting a single PSIC that covers fibre composition without a separate azo-dye certification — or assuming that the azo-dye exemption for listed countries also waives the composition PSIC. Both documents are independently mandatory: a composition PSIC under General Note 11 and a hazardous-dye PSIC under General Note 10, each from an accredited laboratory. Arriving without either invites consignment detention and demurrage pending document cure.
