DGFT CLEARANCE

HSN 5702 50 33 (Place mat and other similar goods) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. 1. 1

  2. 2
Upload the PSIC or test report in e-Sanchit at the bill of entry stage. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC covering other compositional parameters remains required for all origins.

A word of counsel

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption extends to the entire PSIC requirement. The exemption applies only to testing for the presence of azo dyes for the nine listed countries; pre-shipment inspection confirming absence of other prohibited hazardous dyes and compositional compliance remains mandatory regardless of origin. A consignment presented without a valid PSIC or TC/CSRTI test report is liable to detention pending documentary rectification.
