HSN 5702 50 33 (Place mat and other similar goods) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy declaration to CBIC
- 1Procure a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the PSIC or test report in e-Sanchit at the bill of entry stage. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC covering other compositional parameters remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the country-of-origin azo-dye exemption extends to the entire PSIC requirement. The exemption applies only to testing for the presence of azo dyes for the nine listed countries; pre-shipment inspection confirming absence of other prohibited hazardous dyes and compositional compliance remains mandatory regardless of origin. A consignment presented without a valid PSIC or TC/CSRTI test report is liable to detention pending documentary rectification.
