Woven cotton floor coverings, not pile construction, not made up

DGFT CLEARANCE

HSN 5702 50 31 (woven cotton carpets and floor coverings, other than durries) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10. Imports from origins outside the notified exempt countries must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, confirming the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins not on the exempt list.

  2. 2
Verify whether the country of origin qualifies for the azo-dye testing exemption. Testing is waived only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins must supply the PSIC or valid test report without exception.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies to any country perceived as a major regulated textile exporter. The exemption list is closed and specific; a PSIC missing at the bill-of-entry stage for a non-exempt origin results in consignment detention and demurrage accrual pending document regularisation, which DGFT policy does not permit to be cured retrospectively by substituting a later test report.

Frequently asked
Does HSN 5702 50 31 require BIS certification?
No, woven cotton floor coverings are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement under General Note 10 to certify absence of prohibited hazardous azo dyes.
Is the PSIC requirement waived for imports from China or Bangladesh?
No. The azo-dye testing exemption applies only to the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; imports from all other origins including China and Bangladesh require a PSIC from an accredited laboratory or a valid TC or CSRTI test report per DGFT Public Notice 14/2023.
Can a test report from a laboratory in the importing country substitute for the PSIC at the bill of entry?
No. General Note 10 of the ITC (HS) policy requires the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI specifically; a domestic post-import laboratory report does not satisfy this pre-shipment documentation condition.
