Woven textile floor coverings, not pile construction, not made up
HSN 5702 50 29 (woven textile floor coverings, not of pile construction, not made up) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. Importers from non-exempt origins must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI before shipment.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration to DGFT
- 1Before dispatch, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), confirming the absence of prohibited hazardous azo dyes. This is mandatory for all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the PSIC or valid test report in e-Sanchit before filing the bill of entry, and ensure the document is available for verification by the proper officer prior to out-of-charge. Consignments arriving without the requisite certificate are liable to detention pending submission of compliant documentation.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies to a country not explicitly listed in General Note 10. The exemption covers only the nine named jurisdictions — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from all other origins, including free-trade-agreement partners, require a compliant PSIC or TC/CSRTI test report. Presenting a certificate from an unaccredited laboratory is treated as non-compliance and triggers consignment detention at the port of import.
