HSN 5702 50 22 (Mats and matting) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10. Testing is exempted for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The most frequent error on this tariff line is assuming that a certificate of composition or a general quality report substitutes for a PSIC specifically certifying azo-dye absence. The PSIC must come from a laboratory accredited by the exporting country's authorities, or from a Textile Committee or CSRTI laboratory; a supplier's own test report does not satisfy General Note 10. The country-of-origin exemption applies to azo-dye testing only — other PSIC parameters remain required even for exempt origins.
