  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is shipped to India.

Note that azo-dye testing is exempted only for consignments originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Consignments from all other origins must present the PSIC or valid test report at the bill of entry; absence of this document at customs out-of-charge will result in detention.

A word of counsel

The most common error on this tariff line is assuming that because the floor covering is of a non-standard textile material — jute, coir, sisal, or similar — the azo-dye testing requirement does not apply. General Note 10 applies to all textile and textile articles without exception by fibre type; the PSIC or TC/CSRTI test report is mandatory for all non-exempt origins regardless of the raw material composition of the covering.

Frequently asked
Does HSN 5702 49 90 require BIS certification?
No, woven textile floor coverings of other textile materials are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate for azo-dye absence under General Note 10.
Which countries are exempt from the azo-dye testing requirement for this tariff line?
Only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing; consignments from all other origins must present a PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory per DGFT Public Notice 14/2023 dated 14-06-2023.
Is a Textile Committee test report from India acceptable in place of a PSIC from the exporting country?
Yes. A valid test report from a Textile Committee (TC) or CSRTI laboratory is explicitly accepted as an alternative to the Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country under General Note 10 of the ITC (HS) policy.
