Note that azo-dye testing is exempted only for consignments originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Consignments from all other origins must present the PSIC or valid test report at the bill of entry; absence of this document at customs out-of-charge will result in detention.

The most common error on this tariff line is assuming that because the floor covering is of a non-standard textile material — jute, coir, sisal, or similar — the azo-dye testing requirement does not apply.
