A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the exporting supplier is EU-headquartered — the exemption attaches to the country of origin of the goods, not the nationality of the exporter or the country of export. A consignment of man-made fibre floor coverings manufactured in a non-exempt country but shipped through an exempt country does not qualify for the testing waiver, and arrival without a valid PSIC exposes the consignment to detention and ground rent pending a compliant test report.
