Woven wool carpets and fine animal hair floor coverings
HSN 5702 41 90 (woven wool carpets and rugs of fine animal hair, other) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) Import Policy, read with the Textile (Development & Regulation) Order, 2001 and Notification No. CER(18)/99-CLB dated 7 March 1988. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying fibre composition, a certificate of origin, and a brand-owner authenticity certificate, with an additional azo-dye test report required for non-exempt origins under General Note 10.

- 2Ensure the PSIC also certifies the absence of prohibited hazardous azo dyes unless the consignment originates from an exempt country. The most common error on this tariff line is presenting a PSIC that addresses azo-dye absence but omits the fibre-composition certification — or vice versa. Both General Note 10 (hazardous dyes) and General Note 11 (composition and brand authenticity) impose distinct PSIC requirements, and customs officers verify each obligation independently. A consignment carrying only one of the two PSICs will be detained pending a compliant document set, accruing demurrage and ground rent.
