    Ensure the PSIC also certifies the absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins require the azo-dye test result on the PSIC before the bill of entry is filed.

The most common error on this tariff line is treating the composition PSIC as satisfying the full documentation requirement and overlooking the brand-owner genuineness certificate. General Note 11 mandates a separate certificate from the brand owner — not merely a label or an invoice declaration — confirming both the authenticity of the product and express authority to use the brand name; a consignment with a valid PSIC but no brand-owner certificate is liable to detention and demurrage at the port of clearance.
