Woven wool carpets and fine animal hair floor coverings
HSN 5702 41 10 (Carpets of wool or fine animal hair) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with the Essential Commodities Act, 1955 and General Note 11 of the ITC (HS) policy. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying wool or blend composition, a Certificate of Origin, and a brand-owner certificate of genuineness.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country — or a valid test report from a Textile Committee or CSRTI laboratory — certifying the composition of the wool or blended textile. - 2Ensure the PSIC also certifies the absence of prohibited hazardous azo dyes. The most common error on this tariff line is treating the composition PSIC as satisfying the full documentation requirement and overlooking the brand-owner genuineness certificate. General Note 11 mandates a separate certificate from the brand owner — not merely a label or an invoice declaration — confirming both the authenticity of the product and express authority to use the brand name; a consignment with a valid PSIC but no brand-owner certificate is liable to detention and demurrage at the port of clearance.
