The most common error on this tariff line is assuming the azo-dye testing exemption applies on the basis of the port of export rather than the country of origin. Silk carpets manufactured in a non-exempt country and transshipped through, for example, a European hub remain subject to the PSIC requirement; presenting a certificate from a European transit facility does not satisfy General Note 10 of the ITC (HS) policy.
