Woven silk carpets and other textile floor coverings
HSN 5702 39 20 (Carpets and other floor coverings, of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Testing for azo dyes is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming the azo-dye testing exemption applies on the basis of the port of export rather than the country of origin. Silk carpets manufactured in a non-exempt country and transshipped through, for example, a European hub remain subject to the PSIC requirement; presenting a certificate from a European transit facility does not satisfy General Note 10 of the ITC (HS) policy.
