Woven carpets and floor coverings of man-made textile material
HSN 5702 32 90 (woven carpets and floor coverings of man-made textile material) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the notified exempt list must furnish a valid test report from an accredited laboratory of the exporting country or from a Textile Committee or CSRTI laboratory.

The azo-dye exemption is country-of-origin specific and not a general waiver for all textile imports: only the nine named countries (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom) qualify, and the exemption covers azo-dye testing only — the PSIC requirement for other compositional or hazardous-substance parameters remains in force even for exempt origins. Importers sourcing from non-exempt countries who present a certificate from an unaccredited laboratory face consignment detention and potential re-export.
