Woven mats and matting of man-made textile material
HSN 5702 32 20 (Mats and matting) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all major textile-exporting countries. The exemption list is closed and does not include China, Bangladesh, Vietnam, or other major sources of man-made textile floor coverings; consignments from these origins presented without a PSIC or valid TC/CSRTI test report are detained at the port of import and are not eligible for provisional release pending retesting.
