Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes. This document must be available at the bill-of-entry stage.

  2. 2
Note the country-of-origin exemption: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only. For all other origins, the PSIC or TC/CSRTI test report is mandatory and its absence renders the consignment liable to detention at the port of import.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all documentation requirements — it does not. The exemption is strictly confined to testing for the presence of azo dyes; a PSIC covering other prohibited hazardous dye parameters and composition may still be required under the broader PSIC mandate for textiles. Consignments presented without any PSIC or TC/CSRTI test report, regardless of origin, are subject to detention and demurrage pending documentary rectification.
