Woven wool carpets and fine animal hair floor coverings
HSN 5702 31 90 (woven carpets of wool or fine animal hair, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, governed by Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying textile composition and a hazardous-dye clearance are mandatory accompanying documents at the bill of entry.

- 2Obtain a PSIC from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is presenting a single PSIC that addresses only azo-dye absence and overlooking the separate PSIC requirement for textile composition under General Note 11. These are two distinct certification obligations: the composition PSIC satisfies the Textile (Development & Regulation) Order, 2001 overlay, while the hazardous-dye PSIC addresses General Note 10. A consignment arriving with only one of the two certificates will be detained at the port of entry pending the missing document, attracting demurrage and ground rent charges.
