Woven wool mats and matting, fine animal hair
HSN 5702 31 30 (Mats and matting of wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying textile composition, a Certificate of Origin, and a brand-genuineness certificate from the brand owner are mandatory accompanying documents.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the composition of the woollen textile or blend. Also procure a Certificate of Origin and a certificate from the brand owner confirming the genuineness of the product, its markings, and the authority to use the brand name. - 2Ensure the consignment is accompanied by a PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is submitting the azo-dye-exemption-country PSIC waiver and assuming that satisfies the full pre-shipment inspection requirement. The composition PSIC under General Note 11 — certifying the actual wool or fine animal hair blend percentage — is a separate document and is not waived for any country of origin. A consignment arriving without the composition PSIC and brand-genuineness certificate will be detained at the port of entry pending documentary compliance, accruing demurrage and ground rent.
