Woven coir floor coverings (open weave coir bhoovastra, coir matting)
HSN 5702 20 90 (woven floor coverings of coconut fibres) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15869:2020 is mandatory under the ISI Mark Scheme with effect from 10 April 2023, by virtue of the Coir and Coir Products (Quality Control) Order notified under S.O. 1706(E). Directorate General of Foreign Trade textile-import policy controls, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that any woven coir floor covering qualifies under the CM/L obtained for a related coir product. IS 15869:2020 is specific to open weave coir bhoovastra and coir matting — a CM/L licensed against a different coir standard or product variant does not cover this HSN, and customs will detain the consignment on a scope mismatch even where the mark is physically present on the goods. Confirm in writing with the supplier that the CM/L certificate explicitly names the product code and weave type matching the shipment.
