If the country of origin is not EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is mandatory and cannot be waived. Upload the PSIC or test report in e-Sanchit at the bill of entry before out-of-charge.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for nine listed countries extends to all documentation requirements — it does not. The PSIC covering fibre composition and other parameters remains mandatory even for exempt origins; only the azo-dye testing component is waived. Submitting a test report that addresses azo dyes alone, without covering other prohibited hazardous dye parameters, will cause the consignment to be held pending a compliant certificate.

Frequently asked
Does HSN 5701 90 90 require BIS certification?
No, knotted textile floor coverings of other materials are not within the BIS Quality Control Order regime. Import compliance is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, principally the azo-dye PSIC requirement under General Note 10.
Which countries are exempt from azo-dye testing under DGFT Public Notice 14/2023?
EU member states, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only; all other origins must accompany the consignment with a PSIC or TC/CSRTI test report confirming absence of prohibited hazardous dyes.
What happens if the Pre-Shipment Inspection Certificate is missing at the bill of entry?
Absence of the PSIC or valid test report at the bill-of-entry stage renders the consignment non-compliant with General Note 10 of the ITC (HS) policy, exposing the importer to detention of the goods and potential re-export or confiscation under DGFT enforcement.
