Knotted carpets and floor coverings of other textile materials
HSN 5701 90 39 (knotted carpets of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. This obligation flows from General Note 10 of the ITC (HS) Schedule I policy and DGFT Public Notice 14/2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins except those explicitly exempted.General Note 10 of ITC (HS) Schedule I Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing; all other origins must submit the PSIC or valid test report before customs out-of-charge.General Note 10 of ITC (HS) Schedule I Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporter claims EU-standard production. The exemption is origin-specific, not standards-specific: a carpet manufactured to EU specifications but shipped from a non-listed country remains subject to the full PSIC requirement, and a missing certificate will result in consignment detention and demurrage until compliant documentation is furnished.
