Hand-made knotted carpets of other textile materials
HSN 5701 90 31 (Hand-made knotted carpets of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that the azo-dye country exemption eliminates the PSIC requirement entirely. The exemption is narrow — it covers the azo-dye testing component only — and a PSIC from an accredited laboratory or a valid TC/CSRTI test report remains mandatory for all origins. Presenting only a commercial certificate of quality in lieu of an accredited-laboratory PSIC will result in consignment detention at the port of entry.
