The most common error on this tariff line is assuming the azo-dye exemption applies to the full PSIC requirement: the exemption covers azo-dye testing only, not the broader hazardous-dye certification. A consignment from a non-exempt origin arriving without a PSIC — or with a certificate that addresses only azo dyes and not other prohibited substances — is liable to detention and demurrage at the port of import until compliant documentation is produced.
