Knotted carpets and floor coverings of other textile materials
HSN 5701 90 19 (knotted carpets of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10, which mandates a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to certify absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to a waiver of the PSIC requirement entirely. The exemption covers azo-dye testing only; a PSIC or valid test report covering other prohibited hazardous dyes remains mandatory for all origins, including exempt countries. Presenting a bill of entry without the PSIC exposes the consignment to detention and ground rent pending document compliance.
