HSN 5516 93 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye exemption extends to all parameters of the PSIC. The exemption covers azo-dye testing alone and applies only to the nine listed countries; composition testing and other prohibited-substance parameters remain required for all origins. Filing a bill of entry without the PSIC or a qualifying test report — even from an otherwise compliant supplier — will trigger customs detention pending document production.
