The most common error on this tariff line is assuming the azo-dye testing exemption applies unconditionally to all Western-origin fabrics. The exemption is country-specific and exhaustive — origins not on the named list of nine countries require a PSIC regardless of supplier reputation or product branding. A consignment arriving without a PSIC from a non-exempt origin will be detained pending test results, attracting demurrage and ground rent while the testing is arranged post-arrival.
