HSN 5516 43 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the named exempt countries must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to a country of origin that is not on the named nine-country list. A consignment arriving without a valid PSIC or TC/CSRTI test report from a non-exempt origin will be detained at the port pending documentary compliance, accumulating demurrage and ground rent; the exemption is country-specific and cannot be extended by analogy to regional trading partners or preferential-trade-agreement countries not listed in the notice.
