Dyed woven fabrics of artificial staple fibres
HSN 5516 42 00 (Dyed woven fabrics of artificial staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies to all imports because the supplier is a well-known manufacturer. The exemption is strictly origin-specific: a consignment from a non-listed country without a valid PSIC covering azo-dye absence will be detained at the port of import, with demurrage and ground rent accruing until compliant documentation is produced or the consignment is re-exported.
