Printed woven fabrics of artificial staple fibres
HSN 5516 34 00 (Printed woven fabrics of artificial staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is interpreting the azo-dye testing exemption for listed countries as a blanket exemption from the PSIC requirement altogether. The exemption is limited to the azo-dye test only; a PSIC covering other prohibited hazardous dyes remains mandatory for all origins including exempt countries. Consignments arriving without a valid PSIC or TC/CSRTI test report are liable to detention and ground rent pending production of the certificate.
