Woven fabrics of artificial staple fibres, yarn-dyed
HSN 5516 33 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports originating from specified countries only.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the exporting country is a recognised trading partner. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only. Consignments from any country outside this list arriving without a PSIC or valid test report are detained at the port of import, attracting demurrage and ground rent pending compliance.
