The most common error on this tariff line is assuming that the azo-dye testing exemption is a blanket waiver for all developed-country origins. The exemption is exhaustively limited to the nine listed countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and a PSIC from any unlisted origin, even a neighbouring or otherwise low-risk country, is non-negotiable.
