HSN 5516 23 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous dyes. The requirement flows from General Note 10 of the ITC (HS) Policy and DGFT Public Notice 14/2023 dated 14-06-2023.

The most common error on this tariff line is assuming that the azo-dye testing exemption is a blanket waiver for all developed-country origins. The exemption is exhaustively limited to the nine listed countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and a PSIC from any unlisted origin, even a neighbouring or otherwise low-risk country, is non-negotiable. Absence of the certificate at the bill-of-entry stage results in consignment detention pending submission.
