HSN 5516 14 20 (Spun rayon printed linen) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory, must certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the azo-dye exemption applies broadly to any trusted supplier rather than to the nine named countries only. A PSIC omitted on the basis of an unlisted origin results in consignment detention at the customs examination stage; a test report obtained post-arrival does not satisfy the pre-shipment requirement and will not secure out-of-charge. Verify the exporting country's exemption status before the purchase order is placed.
