Woven fabrics of other synthetic staple fibres
HSN 5515 99 90 (Other woven fabrics of synthetic staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10. Imports from origins outside the exempted country list must accompany a valid test report from an accredited laboratory of the exporting country, or from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming that a supplier's in-house quality certificate substitutes for an accredited-laboratory PSIC. The General Note 10 requirement is origin-specific, not supplier-specific: a consignment shipped from a non-exempted country requires an independent accredited-lab report even where the same fabric from a European facility would be exempt. Presenting an internal mill test report at the bill of entry in place of a qualifying PSIC will result in consignment detention pending re-documentation.
