The most common error on this tariff line is assuming that the azo-dye testing exemption for the nine listed countries constitutes a blanket exemption from the PSIC requirement. The exemption is limited to the azo-dye testing component only; compliance with other prohibited hazardous dye parameters under General Note 10 remains mandatory regardless of origin, and a PSIC that is silent on non-azo prohibited dyes is treated as non-compliant, exposing the consignment to detention at the port of import.
