The most common error on this tariff line is assuming that a certificate of composition or a general quality report substitutes for a PSIC issued specifically for azo-dye absence. A composition certificate that does not address prohibited hazardous dyes will not satisfy General Note 10, and the consignment will be detained pending a compliant test report. The country-of-origin exemption applies to azo-dye testing only; all other PSIC parameters remain mandatory for exempt origins as well.
