Dyed woven fabrics of synthetic staple fibres mixed with man-made filaments
HSN 5515 91 30 (Dyed woven fabrics of synthetic staple fibres mixed mainly or solely with man-made filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate for the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that the azo-dye testing exemption is broader than it is — it covers nine named countries only and confers no relief from the PSIC requirement for other textile parameters. An importer sourcing from, say, Bangladesh, Vietnam, or China who presents only an azo-dye-exempt origin declaration faces consignment detention at the port of entry until a compliant PSIC is produced; the dye-testing exemption does not waive the overall hazardous-dye compliance obligation.
