Bleached
Bleached woven fabric of synthetic staple fibres mixed with man-made filaments
HSN 5515 91 20 (Bleached woven fabrics of synthetic staple fibres mixed mainly or solely with man-made filaments) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, with a country-specific exemption applying to imports from nine named origins.
- Pre-Shipment Inspection Certificate from accredited lab
- Azo-dye test report from exporter
- Import declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except the nine named exempted countries.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, the azo-dye testing requirement is waived; retain documentary evidence of origin to present at the bill-of-entry stage for customs verification.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that origin documentation alone secures the azo-dye exemption without retaining proof of origin in a form acceptable to the customs proper officer. For all non-exempt origins, a missing or post-arrival PSIC will result in consignment detention and potential ground rent liability; the certificate cannot be substituted by a declaration from the exporter after the vessel has sailed.
