Unbleached
Unbleached woven fabrics of synthetic staple fibres mixed with man-made filaments
HSN 5515 91 10 (Unbleached woven fabrics of synthetic staple fibres mixed mainly or solely with man-made filaments) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10, which mandates a Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes. Imports from countries outside the listed exempt origins require testing by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

- Test report from Textile Committee
- ITC (HS) policy declaration to DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the PSIC or test report in e-Sanchit before filing the bill of entry. Consignments arriving without the mandatory azo-dye certification from a non-exempt origin are subject to detention at the port of import pending submission of the required documentation.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies to all trading partners. The exemption is limited to nine specified countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom — and sourcing from any other origin, including major textile exporters, requires a pre-shipment test certificate; arrival without it invites port detention and ground rent pending compliance.
