Woven fabrics of synthetic staple fibres, other
HSN 5515 29 90 (Other woven fabrics of synthetic staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 to certify absence of prohibited hazardous azo dyes. Imports from countries outside the exempted list must supply a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the country-of-origin exemption extends to goods merely transshipped through an exempted country: the exemption applies to goods originating in the listed countries, not to goods in transit through them. A consignment of synthetic woven fabric manufactured in a non-exempted origin but shipped via an EU hub remains subject to the full PSIC requirement, and presentation of a transit-country document in place of an origin-country PSIC will result in detention pending re-inspection.
