A word of counsel

The most common error on this tariff line is assuming the country-of-origin exemption extends to goods merely transshipped through an exempted country: the exemption applies to goods originating in the listed countries, not to goods in transit through them. A consignment of synthetic woven fabric manufactured in a non-exempted origin but shipped via an EU hub remains subject to the full PSIC requirement, and presentation of a transit-country document in place of an origin-country PSIC will result in detention pending re-inspection.
