The most common error on this tariff line is treating the azo-dye country exemption as a blanket waiver of the PSIC requirement. The exemption covers azo-dye testing only; a PSIC confirming the absence of other prohibited hazardous dyes remains mandatory regardless of origin. Consignments arriving without a PSIC or a valid TC/CSRTI test report are liable to detention and demurrage even when the exporting country appears on the exempted-origin list.
