Bleached woven fabrics of synthetic staple fibres
HSN 5515 29 20 (Bleached woven fabrics of synthetic staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. The azo-dye testing obligation applies to all origins except a defined list of exempt countries.

The most common error on this tariff line is assuming that exempt-country status eliminates all pre-shipment testing obligations entirely. The azo-dye exemption is origin-specific and applies only to the nine listed countries; a consignment transshipped through an exempt country but manufactured elsewhere does not inherit the exemption, and customs may require a valid PSIC. Inability to produce a PSIC for a non-exempt origin at the bill-of-entry stage exposes the consignment to detention pending compliance documentation.
