The most frequent error on this tariff line is assuming the azo-dye exemption applies universally. The exemption is strictly limited to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins require a Pre-Shipment Inspection Certificate from an accredited laboratory regardless of the exporter's voluntary quality assurances. Consignments from non-exempt origins arriving without the certificate are liable to detention at the port of entry pending document compliance.
