Printed woven fabrics of synthetic staple fibres mixed with wool
HSN 5515 22 40 (Printed woven fabrics of synthetic staple fibres mixed mainly or solely with wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) Import Policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from exporter
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. This document must be uploaded in e-Sanchit before the bill of entry is filed.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the origin country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted; however, document the exemption basis at the bill of entry by presenting an exporter declaration confirming the eligible origin.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption for listed countries dispenses with all PSIC requirements. The exemption applies only to azo-dye testing; a PSIC or valid test report covering other prohibited hazardous dyes remains mandatory regardless of origin. Consignments arriving without any PSIC documentation are liable to detention pending laboratory examination, with demurrage accruing throughout.
