Unbleached
Unbleached woven fabric of synthetic staple fibres mixed with wool
HSN 5515 22 10 (Unbleached woven fabric of synthetic staple fibres mixed mainly or solely with wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, except for imports originating from a defined list of exempt countries.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- 1For imports originating outside the exempt-country list, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes before filing the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, document the country of origin clearly on the bill of entry; these origins are exempt from azo-dye testing under General Note 10.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most common error on this tariff line is assuming the azo-dye testing exemption extends to all shipments transiting through an exempt country. The exemption applies strictly to goods originating in the listed countries; re-exports or transhipments from non-listed origins do not inherit the exemption, and presenting an insufficient or missing PSIC at the bill-of-entry stage results in consignment detention and demurrage pending laboratory clearance.
