Dyed woven fabrics of synthetic staple fibres mixed with man-made filaments
HSN 5515 21 30 (Dyed woven fabrics of synthetic staple fibres mixed mainly or solely with man-made filaments) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy.

- 2If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, the azo-dye testing requirement is exempt for those origins only. The most common error on this tariff line is assuming the azo-dye testing exemption applies universally to all origins because the product itself is widely traded. The exemption is origin-specific and narrow: only the nine listed countries qualify, and a PSIC from an unaccredited laboratory — even for a qualifying country — does not satisfy General Note 10. Consignments arriving without a compliant PSIC from non-listed origins face detention and ground rent liability at port until documentary deficiency is cured.
