Bleached woven fabrics of synthetic staple fibres mixed with man-made filaments
HSN 5515 21 20 (Bleached woven fabric of synthetic staple fibres mixed mainly or solely with man-made filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries dispenses with documentation entirely. The exemption applies only to azo-dye testing; a Pre-Shipment Inspection Certificate covering fibre composition and other notified parameters is still required at the bill of entry for all origins, including the nine exempt countries. Absence of the PSIC at the time of out-of-charge results in consignment detention pending documentation.
