Printed woven fabrics of synthetic staple fibres
HSN 5515 19 40 (Printed woven fabrics of synthetic staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country confirming the absence of prohibited hazardous dyes. The most common error on this tariff line is assuming that the azo-dye exemption applies broadly to all trusted or major-economy origins. The exemption list is closed and exhaustive — nine jurisdictions only. A consignment from China, Bangladesh, Vietnam, or any origin outside that list arriving without an azo-dye test result in the PSIC will be detained at the port of entry, with demurrage accruing until a compliant test report is produced.
