The most common error on this tariff line is assuming that a general composition test report substitutes for a PSIC specifically certifying the absence of prohibited hazardous dyes. The PSIC must originate from an accredited laboratory of the exporting country or from TC/CSRTI; a manufacturer's own declaration or an in-house quality certificate does not satisfy General Note 10. The azo-dye testing exemption applies to origin only — PSIC for other parameters including composition remains required even for exempt-country imports.
