The most common error on this tariff line is assuming the azo-dye exemption is universal because the exporting country's laboratory is internationally accredited. The exemption is strictly country-of-origin based: only the nine listed jurisdictions qualify, and a consignment originating in any other country — including those with strong chemical-safety regimes — requires a PSIC regardless of the exporter's quality credentials. Filing without the PSIC for a non-exempt origin triggers customs detention and potential ground rent liability.
